They are scamming customers. I recently preordered Pokemon Legends Z-A. This should have come with a preorder bonus reward, a Pokemon playmat. When picking it up, the store did not have my playmat. The manager attempted to put the blame on me, saying that I failed to hit some acknowledgement button when checking out to gain the free reward. I will no longer shop with Best Buy if this is how they treat their customers. I would advise you to shop elsewhere in the future.
